Getting rid of clouds

I need to get rid of these clouds (dark areas) without losing the quality of this image. So the light areas can be darkend and the dark areas can be lightend. Is there a tool in photoshop that I can use to balance these colours without losing the quality of the image?

Pretty small image but you could probably replace the darker with the same shade of lighter green it could be a tedious process selection wise though
 
you could try and do a select colour range selecting the cloud shadows and then adding a hue saturation adjustment layer to match it more evenly with a bit of shadow \ highlight adjustments.

Results wont be perfect but possibly good enough for a quick fix.

Why go through all of that if theres a quick and easier option, unless it's a lost photo found or something major?
