Help needed for making Vector Image from a Live image

Guys I am really new to photoshop... i have been trying to make vector art from live images but failed ... Pls can ne1 help me to make this given live image like the another image which is vector.

PS is for raster not vector images....not sure what your drawing skills are.
 
Try a free vector creating site, Google it and give them a go?
Or look up the myriad of tuts on this subject.
 
Hi Nareshwithu, if your talking about vector drawing which looks something like this......

Photoshop is quite capable. Photoshop does not create true vector which is not needed for this type of drawing.
Here are just a few of the TUBE TUTORIALS I learned from when I wanted to make these.
