The file that you have linked to is a single layer file. All of the elements are treated as graphics.

You can delete each part of the the graphic that is text and replace it with text of your own choice - but it isn't editable text as it stands.

When you have loaded the image select "ungroup" to make sure you can edit each par individually and then  insert your own text. The font used is similar to "Impact" so you could try that to replace the text.
