Hello and welcome.

All an overlay involves is an adjustable layer(s) with an altered blending modes and maybe a lowered opacity.

Quick example (not color accurate)
[ATTACH=full]96155[/ATTACH]

The color layer is a Solid color fill adjustment layer. LAYER > NEW FILL LAYER > SOLID COLOR
The rest are adjustment layers. LAYER > NEW ADJUSTMENT LAYER > CHOOSE
All can be easily edited.
