This is one request needed thinking over.  QUITE HARD TO DO, THO....

Create your document size. create new layer.

With the text tool set at ARIAL and with a point size of 60 ( or any font with a a single straight line for the small L ), press down on the L key until you have a single row of small L's over the entire width of the page. 

RASTERIZE the text layer.

CTRL+T ...... transform/stretch those dang pixels to the entire length of the page and rotate the layer image to your preference. HIT ENTER.

Lower layer opacity to your needs.

If that doesn't work you gotta do it the long way....lol...
