There may well be a plug in being used here which someone can identify. If not, then it may be any number of things. There is nearly always more than one way to do anything in Photoshop. The idea is to play with the tools, experiment, try someone's ideas, then try your own. Anyway, if there's any part of this that looks like what you're after, let me know and I'll tell you what I did.
