How do i achieve these effects?

I've decided to relearn Photoshop, but i haven't used Photoshop since like cs2 i think, and a lot has changed since then. So i decided to start on something that looks simple. So how would i go about getting the splatter effect around the diamond, and those light streaks towards the bottom of the diamond?
