Hi guys :cheesygrin:

I've made this image few months ago:

It has an effect like the character is looked through creature eye, I'm talking about the "zooming-blur" circle around the tiger. Now I want to reproduce this effect but I totally forget how to achieve it :banghead: as I recall it's simple, like apply something on a upper layer, then use Eraser to erase the center to reveal the character below, for the look of the effect I think it's in filter>Distort or Blur but nothing seems to work.

Maybe it's an action that I download from internet I dunno so I have to ask you guys, please help me :D
 
I see a possible zigzag effect or wave and spherize along with radial blur, numerous ways to do it, but as a first impression looking at it, that's the possible filters I see
 
iDad is right, this is a Radial Blur filter.

Make a duplicate of your original.
On that duplicate, use your Elliptical Marquee Tool to make a selection the size of the eye.
Go to FILTER > BLUR > RADIAL BLUR choose 30 for your amount, Zoom as your blur method, hit OK.
Add a layer mask, and use the Brush Tool to remove the center of blurred area.

I didn't mention in the 1st post that the effect has some fisheye distortion also.
Thank you IamSam and iDad for your time and the answers :D now I'm sure it's not a filter but an action, I'm gonna search it in mah pc, thank you again, you're so kind. :D
 
An action is nothing more than a recording of some steps that can be played back, so even if it was an action, a FILTER was used! You can make your own action.

Adding a Fish eye effect is easy as well.

Open your original.
Duplicate it once.
On the first duplicate layer, make an Eye shaped selection with the Elliptical Marquee Tool.
Go to FILTER > DISTORT > SPHERIZE > enter an amount (50) and set to normal, hit OK.

Duplicate the layer you just spherized. Go to FILTER > BLUR > RADIAL BLUR choose 30 for your amount, Zoom as your blur method, hit OK.

Add a layer mask, and use the Brush Tool to remove the center of blurred area.
