How do I make a background like in the attached pic?

Hey everyone. Really "really" new to photoshop. I have been following tuts on how to do different text effects and came across the following: http://www.graphicmania.net/glass-neon-text-with-ornament-photoshop-tutorial/

I made my text successfully and it came out quite nice. I would really like to add the same background the person used in the attached pic. I know he used the same floral brushes to make them, I just don't know which effects to add to it to give it that faded look and angled lines.

Again, I'm really new and any help would be greatly appreciated! Thanks in advance.

I expect the angled lines are a pattern overlay or texture. You can make these yourself to fit your needs if you don't already have them. I am sure there are patterns available on line, even on the forum, just haven't needed to look. Each level of faded is a separate layer and the opacity is lowered to make it fade. At least that is how I see it.

The faded background - increase the size of the brushes, add a gaussian blur and reduce the opacity. Then add the black lines and there you go.
