Hi cyberdao, welcome.

Use the "Clouds" filter on a new layer using your desired colours, then run the "Sprayed Strokes" filter on that. Sprayed Strokes is under the "Brush Strokes" menu. My settings are a bit higher than your example image shows. Use lower settings for a less 'streaky' effect.

I used the "Stroke" Blend Options filter here to produce the slight 3Dish effect. You can download my PSD file here and check out the settings if you like.
