Hello and welcome. Not sure of your Ps experience, so please ask questions as I will be brief in my description.

I don't know the exact font or texture they used, but here's basically how it's done.

Create a background...

Add some text...

Stroke the text...

Add a pattern via layer style pattern overlay or add it on it's own layer, and then clip......
