How to achieve poster look (Tips)

I would greatly appreciate all tips on how to achieve that "surreal" look that is used on movie posters a lot.

The pictures of people look like a mixture between a painting and a photograph (I don't know how describe it)

Unfortunatley I can't post links, so please take a look at the poster of...
"Extremely Loud And Incredibly Close"
...(with the boy holding his hands over his face) to see what I mean.
 
looks like there is some black and white recolouring and HDR toning to me...

basically if you have photoshop (CS5 i think) grab any old photo, open it, go to the top bar, select image, then adjustments, then HDR toning, and play around with it. it might be on other versions of photoshop i'm not sure.
as for recolouring, convert your image to black and white by pressing cntrl+Shift+U or image>Adjustments> desaturate.
then do this on the image: (i use soft light)

HDR is a great tip, thank you.

Is there a good technique to get the skin to look like that.

Also take a look at the new muppets poster, good example for skin retouch.

It's this fake poster-skin look.

I would die to know how to get the skin to look like that, I can't achieve that with the standard workflows with blur or surface blur.
