How to angle render fiber?

Or is there something else that does something similar? Doing Edit -> Transform after doing the render fiber to angle it afterwards is not an option, because all the images and layers are already in their places.

What I ultimately want is something like this:

But that I can apply to a selection. I.e., I want to select something, and add bars or lines or whatever over it with the primary and secondary colors that I want.

After you get your fiber image, rasterize it then transform it.

I don't follow this statement. This can be done on a separate layer, transformed, copied and applied wherever you like. I guess I'm not understanding your dilemma.
 
These are old filters and many haven't been updated. But for this particular one, there are easy work-arounds. You may need to find a pattern which you can define as a pattern overlay (layer effects). Or simply clip a pattern of your choice to the layer. Blending options can be changed in either method if you don't want a solidified or flat pattern.
