How to create a dotted effect over a pic or video?

This is not a background, it's an overlay. If you zoom in on it, you will see the pattern.

I made a 100 x 100 px document and duplicated the pattern and colors.


I then defined it as a pattern preset. Then I used pattern overlay in a layer style and applied to an image.
I set the opacity of the pattern overlay to 90


Zoomed in on my pattern...........it's the same.
