how to get the white lines there, and make them look exactly

Ok I got an assignment, I got the background and the lady and then they want me to make it into this picture I have in the attachment.. my problem is I have no idea how to put those lines there, make them look like the picture, can anyone help me?

Unfortunately your image wasn't posted so we can't help. Did you try and attach it in the Post a reply window? There is a size limitation of 600 px wide x 800 px high and 100 k per image (2 maximum per post). Perhaps if you resize the sample image and repost, it will show up.

It sounds like you might be referring to the age old 'scanline' effect. Just a guess.
