How to implement flair on eyes?

Hello guys.

On this vídeo:

I followed the instructions and it was working until 15:25 where flair is the most important.

I just can't get the same outcome on "Filter / blur / motion blur".

Could you guys tell me a different way to get this effect?

I also struggled a bit to get his effect for the "flare". The outer glow was acting strangely. Here's a simpler way.

Do the first two glowing layers as he has described. For the third layer, where he adds the flare motion blur, do this instead:
  • Activate a soft brush with foreground color of red.
  • Hold down the Shift key and click your mouse on the center of one eye and then—still pressing the Shift key—on the center of the other eye.
  • This creates a straight line of red between the two eyes. (Note that I have temporarily turned off the first two glowing layers so that you can see this more clearly.)
  • Like this:

  • Convert this new layer to a Smart Object.
  • Go to Filter>Blur>Motion Blur.
  • He neglects to say this in the video, but you need to set the angle of the motion blur. An angle of 0 degrees is horizontal and an angle of 90 degrees is vertical. You need to set this angle to match the angle of the subject's eyes. In my image here, that angle is negative 4 degrees.
  • Set the blur distance to your taste. The amount required will vary from one image to another.
  • As an optional step, duplicate the flare layer, go back into the motion blur settings and increase the blur distance so that the flare effect fades out at the far left and right.
