How to make a veil transparent ?

Hi !
I'm trying to make an edit of a drawing that have a veil. I want to make that veil transparent how can I do that please ?
I watched tons of tutorials on youtube but none seemed to work, or at least not when I'm trying, I also tried with topaz remask 5 but it didn't go as smooth as before.
I have photoshop CS6 and I'm not a native English speaker so sorry if it's not clear.

The veil is transparant...as a veil shoud be.
Correct me if I'm wrong but is it your intention to isolate only the veil and remove the hair part?

Yes it's to replace the hair (and the white ribbon) by transparent fabrics
