Hi John! I jsut saw this post so I hope you have found a solution to your problem, but in case you haven't, I think you can use rulers and grids. I'm not clear what you're trying to do exactly, but if you use the default move tool (V) and activate rulers (View > Rulers) you can drag out a magnetic grid from the ruler on the side by clicking the ruler with the move tool, and then moving it right/left/down/up to where your green rectangle in your picture is. Then you take your layers one by one and transform it with Ctrl + T. First align the image with the grid, it will stick. Then grab the other unstuck (to the grid) end, hold shift (to resize proprotionally) and drag and adjust to the size and crop of your liking. I hop this helps!
