how to make "playboy" effect

This may be a stupid question for professionals but how can I make softened image of human face? I call it "playboy effect"...

There are several ways of doing this. The quickest and simplest is to copy your layer and apply gaussian blur at 3 pixels to the copied layer. After you have done this, turn the opacity of the blurred layer to 30% or less. You should now have your effect. It's called a soft focus.
