Try using the transform>perspective tool. Or you can use transform and hold ctl/cmd and pull out handles or try alt and move the handles around to see if it works.

As for the bg you want to reproduce, it is really hard, for me anyway, to see clearly what it entails. It looks like a water/sky but I'm not sure what you want to know how to do. The color? The blending? The blur?

Do you have a larger version you can post?
