How to make this over exposed effect?

Hey guys,

So I'm working on a poster and while browsing the internet I came across and effect that I really like. I would call it a sort of over exposed effect, but I'm not sure so I apologize if the thread titles caused confusion.

What I'm looking to re-create is the glowing effect that's at the base of the phone. Thanks in advance for any help anyone can give!
