As Paul suggested, you can use a variety of brushes to create the cracked effect.

On a new layer above the original, add your brush work.

(here it's on a white bg for demo)

Here I changed the layers blend mode to dissolve.

Add a layer mask to the "brush work" layer.

Use the Brush Tool set to black, with a soft round brush to work on the layer mask.
