howto simple make outline ?

Somebody help me howto simpliest make outline fe 5 px
using path or selection

you best using the marquee selection tool and making you selecting and go to EDIT>STROKE and put in 5 px and your colour.

If you have a specific shape that you want to add a outline to the turn the path into a selection and then add stroke to it
