Ric, my knowledge of IR is limited to say the least, but from what I've played around in it, for the kind of formatting you want (with the html embedded within the image - scrollable, etc.) you'll need to make use of either (and I know this will make some folks cringe) frames, or scripts as Rick suggested with a combination of style sheets. Frames will be a quick fix for it - but maybe a bit dirty. Dynamicdrive is a good site for scripts of the nature you might be looking for - using absolute positioning etc. But with all of this there's the nightmare of cross-browser support - depending on your target group of web surfers.
