I do alot of hip hop cd covers an there is a new style that i cant figure out how to get its like a mix between oil paint an cartoons can u help i have uploaded the pic so u have an example of what i mean

just paint with some brushes on a layer on top of this one and experiment with opacity and blending modes, nothing really special really
