I need some help, on a problem that was making me bang my head..

I need some help, changing the color of a line of a already made pic.
**Background**
I have a picture that is a black and white jpg. like one from a coloring book. But I need to change it to a certain blue background, change the white to back, and keep the picture looking good not a blob mess..

What I have tried is to change invert it and then change the color hue to something close. But that makes the lines look like garbage. I tried to copy and to a color match and subtract the black and replace it with that blue. But, again look like a 2nd grader drew it.

So that is my problems. This is going to be on a bg on a custom rom, from an android phone. So the look kinda is kinda important to me. I a starting graphic designer on the weekends so I am trying to learn alot on short about of time.

Thanks for your help and I hope I can pick ya brains more on complex stuff.

I am sort of guessing what your after but think this should work
Unlock your background layer and create a new layer below it and fill it with the blue colour you want
invert your image
then right click selecting blending mode
you should see on the 1st screen a dialogue box with 2 sliders stating blend if move the white end towards the black and you should se the blue coming up when it is at the right place you are done. But if you post an example image it will be easier to get a better response.
