Specific Image appears blurry/unsharp

Hi,

I don't know if anyone can help with this scanned image. It gives me double vision if I look at it for too long! I'm not exactly sure what the problem is with it or what actions I could try to apply to improve it. If anyone can help then i'd appreciate it. Thanks.

This might help a bit. I took some of the half toning out and tried to remove some of the sources of double vision (lines drawn as double lines)
