If I make multiple .psd images that consist of a transparent layer with lineart on them with a white background on a layer underneath that; is it possible to move the transparent/lineart layers only onto a new .psd consisting of nothing but a white layer? If so, is it possible to merge all of the transparent/lineart layers into one layer? How would I go about doing it?

First of all. To move a layer into a new psd, all you have to do is highlight the layer and drag it. If you want it to have the same position, select all, copy, paste. In either case, they will come into the new psd as a new layer. And yes, you can merge them all. Select one, shift, select the last, and merge or copy-merge. To merge all, use ctl/cmd + E. To copy merge, use shift + ctl/cmd + alt/opt + E. You don't have to include the white BG layer so that your line art will remain transparent.
