just recently started happening - drag/drop an image into workspace and it's being located hard-top-left corner, partially covered by Tools Panel.

Is there a way to fix this so images load centre , or away from the panel? this wasn't happening until last weekend.

What version of Ps are you running? Mac or PC? Older versions of Ps had this issue but it was rectified in subsequent versions.

Hold the shift key when dropping. The shift key tells Photoshop to center the image within the document. You can also target a specific area within a workspace/document where a drag and dropped image will locate using a selection. Usually made with Rectangular Marquis Tool.

Uncheck "overscroll" in Ps preferences under Tools.

If all else fails, reset your Ps prefs.

I'm trying to fix this for a friend who doesn't do social media etc.

Windows 10
Shift key has no effect at all
Overscroll is already unchecked
Reset Prefs didn't help

I have seen this before. The tools panel is undocked. Any undocked panel will float over the image.
You can dock it manually by dragging it up to that corner or reset your workspace.
If you need more specifics, just ask

thanks John. I've just called friend, and he confirmed there was about 2pixels gap between Tools and Left Border. all good now.
