Actions Line tool and actions - setting properties as percentage?

Hi everyone!

I'm trying to create an action that allows me to create line using line tool that is 5px wide and 100% of the height of the canvas with an "X" value of 25%.

I don't seem to be able to adjust this anywhere and I'm only given the option to use cm as the value and not a %?

If this is not possible with the line tool, do you have any recommendations for another way to get the same outcome?
