Here's another, perhaps simpler way.
Set your foreground color to the light gray shade of your choice.
Open a new layer and change the layer blend mode to Lighten.
Use a soft brush and paint over your image. You don't need to paint carefully. Whatever is darker than your foreground color will be painted over. Whatever is equal to or lighter than your foreground color remains unaffected.
