Making photos look "metal-ish with glow"

Here is a photo I found on the net and wondered how can I achieve the same results in Photoshop with my photos? I really like this look and want to get close to the same effect.

Seems like there is a glow effect, color saturation, etc.

HDR (or High Dynamic Range) is the effect used I think. Here is something someone posted about it:
