My keyboard shortucuts for actions don't work

I"ve got an endless project of digitizing b/w film negatives, and I've created two actions to speed up the process. They work great, but the keyboard shortcuts I created don't work, I have to manually start the actions from the actions panel each time. The shortcuts are displayed next to the action title, but they don't work. The shortcuts I chose are cmd F1 and cmd F2.
Any ideas?
