An entirely different approach is to use Content Aware Scale. I've never actually tried it myself, and I doubt that it would work very well in this particular image because the image is too complicated at the edges. But, in theory, Content Aware Scale does exactly what the OP is trying to accomplish. Here's a tutorial about it.
