Filters Neural filters are not available(greyed out).

I brought up a photo and went to the Neural Filters. All the filters in the menu are greyed out. The filters look like they're downloaded from the cloud but not able to be activated. Pix is included below. Please let me know what I need to fix or do? Thanks.

Some possibilities -
- If you're working in 16 bit instead of 8 bit, there are known issues
- make sure you're working in RGB
- versions earlier than PS 2022 seem to have this issue - update to the latest version
- are you using a full featured version

I am using 23.5.0 from the creative cloud, 8bit and RGB. Using the full version.

Is this the first time you're using this version? Did you have a previous version that you used before you upgraded where the neural filters were working?

Late to the party yet here is a link showing that certain types of Photoshop licenses will have the neural filters greyed out.
