Check in EDIT > PREFERENCES > TYPE that you have the type engine set to East Asian and NOT Middle Eastern...

If you do need to change it then restart PS for it to take effect.

If that doesn't fix it then post a screen shot of your character panel and any other text related information that would be useful.....as in whether you used the main 'Enter / Return' key or the number pad 'Enter' key.....the font used if its not in the screen shot....your OS....stuff like that.
