I may not understand what you want yet created just an outline around the image more smoothly.

My thoughts exactly. The instructions are to vague, which is why I have not tried to complete this request.

What type of "outline"?
Simple?
Complex?
Color or colors?
Thickness?

Not enough information!

Sorry for the vague instructions , i just want an outline like @thebestcpu did but a lil bit more tight if possible. I want to be able to cut it. It will be a sticker and i don't want to much bg.

I have never had that happen with Dropbox. I resaved with less PNG compression and will see if this link works.
First here is the screenshot:



And here is the dropbox link where the PNG is 10,000 pixels wide as in your oriignal image:
