Photoshop help

Hy all im new in in photohop, i have a problem, how i make a rectangle with a border like the one in image below?

Create a black layer then make a new layer draw in a rectangle box fill with lighter colour then stroke the edge of it, crop to your desired size.

sory but is too much for me,can you be more specific so:
- File,new
- Rectangle tool,make new rectangle(is automaticaly filled)
- Edit, Stoke(but stroke not working)
?

Make your first layer a black filled in layer then make a new layer and draw a rectangle with the pen tool fill it with a lighter colour and stroke it say at 1 pixel, place that new smaller rectangle where you want it, then flatten image, crop the new image layer to look like the one you posted.
