Started in ACR by slightly lightening up the murky blacks and pulling back the very top end whites.

Then, the patch tool, then Topaz Clean targeted at just the brightest areas to get rid of some of the jpg artifacts and film mung (...a highly technical term...) mostly between the two tall buildings on the LHS. I followed this with a few quick hits with the clone brush to get rid of some pesky spots that didn't come out with "Clean".
