I found a solution to my problem.

Here is what I did:
- open the picture in Illustrator
- select the picture
- Object Menu - Live Trace - Make and Expand
(transparent area becomes white)
- Choose Direct Selection tool
- Select the white area and delete
- File - export - wmf

[Actually I needed this to save a signature picture as transparent wmf, which I needed to place in Crystal Reports.]
