Although I'm not in a position to look it up at the moment, my guess is that particular plugin was written before the time of 64-bit Photoshop. So it won't work with the version of Photoshop that you are currently using.  The good news is that Adobe CC comes with a 32-bit version of Photoshop for exactly this purpose, ie, to be compatible with older plug-ins.


On the other hand, I used to use a plug-in like yours, but I no longer use it because Photoshop itself now does a better job on generating JPEG's than my old plug-in.
