When using the vector tool in PS 7, if you cntrl click the layer after youve done you will get a marque around the image. (very handy)

Now I've tried doing the same thing at home on my version of PS 6, but it does not seem to want to let me do that unless I merge it with a new layer...Am I missing something? Or was this just something implemented in PS7?

You mean the pen tool I suppose? In PS6,

When you use the pen, you can hold Ctrl to temporarily switch to the white arrow (direct selection tool). In this mode you can

-click a point to select it
-shift cklick to select another one (may be on another sub-path)
-Alt click to select all the points of the path
-drag a marquee and all points inside will be selected

But the usual selection tools don't work

You can click A twice to get the white arrow tool, or alt-click on the black arrowtool on the toolbox.

Hope this is what you asked...

You can use a magnetic pen when checking the box on the option bar of the freeform pen.
