Just to make sure you know this.....you cannot move layers below a background layer.

That is to say an Adobe Photoshop 'background' layer. This must be, and always will be, at the very bottom.

You should be able to convert any background layer to a regular layer by right clicking it and choosing 'Layer From Background'. Converting to a regular layer has changed with virtually every new release but this method I think is common throughout.
