Batch Automation Randomly select and combine image files to a new image file

Hi,
automation to randomly select and combine image files to a new image file
is it possible to have Photoshop do the following and if yes - how?

1. Open a new workspace
2. From a folder open one of many files randomly and put on a layer
3. From a second folder also open one of many files and put on another layer above the first layer
4. Save the composition as a new file - if possible containing the file names of the two files used before in the file name
5. Repeat those steps to create multiple new images

What you ask for is not simple
it takes a lot of work and time

if you pay, someone could commit to it.
