Raster image with vectorial text

Hi all,
I need to make a flayer. I have a background image + inserted some descriptive text on it. Saved .tif . But when printing, the text looses in quality.
Question : How do I make text to stay in vectorial form. It is possible ? If not, what another software can do that. Thank You in advance.

Not knowing what text font you used but try selecting None or Sharp in the Text antialias setting ..
