Specific Remove black marks and wet stains from clothing

This was the last picture ever taken of my cousin before she suddenly passed away 2 weeks later. Her daughter was doing her hair dye and that's what the black marks were. If anyone could clean it up and remove them and the wet stains from the clothing it would be very much appreciated.

I edited as best I could - also left the perspective shot but can angle it upright if you want.
