You add the wind going one direction on the first layer, and going the opposite direction on the second.

You add the layer mask to the top layer. Ignore the mask on the second layer, I did this to remove the effect from the cats eyes.

Use your Brush Tool on the layer mask to mask out the areas you want the effect to be showing in the opposite direction.
