Seeking online replacement for PS

Hi , I use an old version of PS at work that was installed from a disk, but after an upgrade I lost it and they wont reinstall it, leaving me with just paint.
I cant install anything myself as the PCs are locked down by admins.
So is there an online graphics program I can try instead? Im not a PS power user, but I at least need layers.
Free is best, but I could pay a small yearly fee.
