If you are using Photoshop CC, then the search facility that was added with CC 2017 is useful for finding those once in a blue moon tools and features. Just start typing, and it will home in with each letter you type. In this case it will give you a lot of hits because Sketch is a filter group rather than a single filter. Photoshop does not have a particulalry good 'sketch' or 'cartoon' type effect, but if you use the above search tool with something like Edges, you'll find some options. Also look at Photocopy. Topaz Simplify can do a nice job with the right source image.
