Hello and welcome.

Isolate your subject
Duplicate the subject

Place one subject on black BG in a group
Place other on blue BG in a group on top of the black group (your example has a vignette)

Use the type tool to create numbers
Place this layer on top.
Turn this layer off

Make a selection of the numbers
Invert the selection (so you have marching ants on the outside as well) Shift + Cmd/Cntrl + I
Add a layer mask to the blue group

Turn on the numbers layer
Open the layers style by double clicking the layer
Lower the fill to 0
Add a Stroke
Add a drop shadow.
